NSW州で車・バイクを運転するためには

日本人がNSW州で車を運転するには三つの方法があります。

 

  1. NSW運転免許を取得する
  2. 有効期限内の日本の運転免許証とその英語訳もしくは国際免許証を携帯する
  3. Temporary Overseas Visitor License（一時滞在者運転免許）を取得する

 

１のNSWの運転免許を一から取得する、というのは現実的ではありません。２・３を取るのがオーストラリアに来るワーキングホリデーやスチューデントビザを持っている人にとって簡単なのですが、NSW州では３ヶ月以上NSW州に滞在する場合はTemporary Overseas Visitor Licenseへの書き換えができます。政府ホームページでは３ヶ月以上滞在する場合、書き換えをしなければならないと記載されているので、三ヶ月以上滞在する予定のある方は、このTemporary Overseas Visitor License(TOVL)を取得することを強くお勧めします。なぜなら、

  1. オーストラリアの警察官に止められた時に説明するのがめんどい（警官のほとんどが制度をわかってない）場合によっては本当に面倒臭いことになる
  2. 日本の免許の有効期限が切れたら運転できない
  3. NSW免許証がいろいろなところでの身分証がわりになる上に、フォークリフトなどの他の免許を取得する時に有利

Driving in NSW on an overseas licence

If you hold an overseas licence, you are allowed to drive the vehicles covered by your overseas licence in NSW indefinitely, as long as : あなたが海外発行の運転免許証を持っていて、以下の要件を満たすうちはその運転免許証で許可されている種類の車両をNSW州内で運転することができます。

  • You remain a temporary overseas visitor. 一時滞在者であること
  • Your overseas licence remains current. 海外発行の運転免許証が現在も有効である場合
  • You have not been disqualified from driving in NSW or anywhere else. NSW州もしくはその他の場所で免許を持つことができないと判断されていない
  • You have not had your licence suspended or cancelled, or your visiting driving privileges withdrawn 免許停止・免許の剥奪・免許の放棄などをしていない。
  •  
  • You carry your overseas driver or rider licence. If your licence is not written in English, you must also carry an English translation or an International Driving Permit. 海外発行の運転免許証を携帯すること。運転免許証が英語で書かれていない場合はその英語訳もしくは国際運転許可証を携帯しなければならない。

 

Applying for a NSW licence as a temporary overseas visitor

If you’re a temporary overseas visitor (ie not an Australian citizen and not a permanent resident of Australia), you can choose to apply for a NSW licence if you wish.

もしあなたが一時滞在者（オーストラリア国籍ではなく、永住権保持者でもない場合）NSW州の運転免許証に申請することができます。

International drivers and riders

If you’re a permanent Australian resident or hold a permanent visa under the Commonwealth Migration Act 1958, and you intend to stay in NSW, you are not considered to be a visitor. You can drive in NSW on a current overseas licence for a maximum of three months. Then you will need to apply for a NSW licence to continue driving or riding.

あなたがオーストラリア永住権保持者、もしくはオーストラリア国籍であるなら、有効な海外発行の運転免許証で最大３ヶ月NSW州内を運転することができます。それ以上運転する場合はNSW州の運転免許証を申請する必要があります。

 

If you do not hold permanent Australian residency, but will be in NSW for more than 3 months, you can apply for a Temporary Overseas Visitor licence.

オーストラリア国内の永住権などを保有していない場合で、NSW州に３ヶ月以上滞在する予定であるならば一時滞在者運転免許を申請できます。

 

NSW州運転免許への書き換えに必要なもの

 NSW州運転免許証への書き換えには

  1. 日本の（もしくは海外発行の）運転免許証
  2. 運転免許証の英語訳
  3. パスポート
  4. 上記を持ってNSWサービスセンター（もしくはRMS）に出向く、必ず本人が出向くこと。以下サービスセンターにて
  5. 所定のフォームを記入
  6. 視力検査にパスする
  7. 写真を撮る
  8. お金を払う
  9. パスポートを受け取る（サービスセンター・RMSによっては郵送になる）

という流れになります。

 

運転免許の英語訳の取得

サービスセンターが受け取ってくれる英語訳はきちんとした発行機関が発行した正式な書類でないと受け取ってくれません。近くのNSW Serviceセンターを検索・予約して翻訳サービスに申し込みましょう。 NSW Service Centreを通して英語訳を取得することができます。

If your overseas licence or confirmation letter is not written in English, you must provide an official translation. 海外で発行された免許もしくは確認書類が英語で表記されていない場合は正式な翻訳を提出する必要があります。

Translations are only acceptable if they are from: 翻訳は以下の書式のみ受付

  • Multicultural NSW (previously Community Relations Commission of NSW) Visit the MNSW website for more information
  • The Free Translating Service provided by the Department of Social Services (DSS) or previously the Department of Immigration and Citizenship, now the Department of Immigration and Border Protection (DIBP). The free translation service is only available to eligible people. Visit the DSS website for more information.

運転試験・学科試験の免除

日本の運転免許証（車・バイク）を持っている場合は運転試験と学科試験が免除になります。

Exemptions from knowledge and driving tests：試験、運転試験の免除

You may be exempt from knowledge and/or driving tests if:

  • -略-
  • You hold a current overseas licence (not a learner), or one expired within the last five years, from a recognised country. Recognised Countryに記載されている国で発行された有効な（仮免許ではない）免許を持っている、もしくは五年以内に期限が切れた免許を持っている場合。
  • Recognised Country A: If you hold a licence from one of these countries, you do not have to pass knowledge and driving tests when applying for a NSW car (class C) or rider (class R) licence: Recognised Country Aにカテゴリーされている国から発行された運転免許を持っている場合、NSWの普通自動車クラス(Cクラス）、二輪クラス（Rクラス）に申し込んだ際の運転試験と学科試験が免除されます。

 

NSWでの車・バイク免許の種類

車(Driver License)

  • Learner License(仮免) 
  • P1 License(初心者マーク) 免許取得してから一年未満のドライバー
  • P2 License(初心者マーク) 免許を取得してから１年以上３年未満のドライバー
  • Unrestricted Driver

 

バイク（Rider License)

  • Learner License(仮免) 
  • P1 License(初心者マーク) 免許取得してから一年未満のライダー
  • P2 License(初心者マーク) 免許を取得してから１年以上３年未満のライダー
  • Unrestricted Rider 免許を取得してから１年以上３年未満のライダーだが、２５歳かそれ以上の年齢でUnristructed Driver Licenseを有しているもの
  • Unrestricted Rider 免許を取得してから３年以上のライダー
